Ruth Goldway, Chairman, US Postal Regulatory Commission
Topic: The History, Role and Challenge of the Commission and How It Impacts Our Industry
Chairman Goldway will be discussing the PRC’s role in implementing the Postal Accountability and Enhancement Act against the backdrop of the increasing activity level surrounding postal issues. The PRC is currently considering the Postal Service’s proposal to end Saturday delivery, and the Postal Service has said it plans to request an “exigent” rate increase later this summer. There is also a great deal of interest – by Congress, industry, the Postal Service and others – in a potential adjustment to the schedule for the Postal Service’s prefunding of retiree health benefits. The PRC has previously provided expert opinion on this issue. Also looming large is whether the Postal Service has overpaid its employee pensions by as much as $75 Billion, and if so whether the Postal Service should receive an adjustment. The PRC has commissioned a report, as provided under PAEA, to evaluate this claim. These are just some of the waters through which Chairman Goldway is steering the PRC.
Ruth Goldway is an experienced regulatory and public affairs professional with expertise in citizen participation, consumer issues, urban planning issues, education and the arts, as well as the mailing industry.
Ms. Goldway was designated Chairman of the United States Postal Regulatory Commission (PRC) by President Barack Obama on August 6, 2009. She was first appointed by President Clinton in April, 1998 to the predecessor agency, the Postal Rate Commission, and twice reappointed by President George W. Bush, most recently in 2008 to serve a third term ending in November 2014. She is the longest serving, full-time, Senate-confirmed Presidential appointee within the Executive Branch of the United States Government. The Postal Regulatory Commission oversees the performance and accountability of the U.S. Postal Service, the world’s largest post and the second largest civilian employer in the United States.
